Bikash Bhavan Scholarship 2024, also referred to as the Swami Vivekananda Merit Cum Means Scholarship Scheme (SVMCM), is a scholarship program that has been established by the Government of West Bengal.

The scholarship is open to all students who are residents of West Bengal and have secured at least 75% marks in their last qualifying examination. The scholarship is also open to students who have secured a rank in the top 5,000 in the Joint Entrance Examination (JEE) or the National Eligibility cum Entrance Test (NEET). SVMCM 4.0 Scholarship was initiated in the year 2016 and now holds a considerable number of seats and rewards. The sanctioned amount of the scholarship by the West Bengal Government is increased from Rs. 45 Crores to Rs. 2,000 Crores under the Swami Vivekananda Scholarship 2024. Eligibility Criteria of Swami Vivekananda Scholarship

  1. Applicants must be the domicile of West Bengal and have been continuing education in institutes situated in West Bengal.
  2. Applicants must continue his/her study in educational institutions of West Bengal after passing out in the Current year from the West Bengal State Board/Council of Secondary/Higher Secondary and Madrasah Education and State University.
  3. Students must belong to Minority Community (Muslim / Christian / Sikh / Buddhist / Parsee & Jain).
  4. Annual family income not exceeding Rs. 2.5 lakhs (Certificate to be issued by any gazette Officer, not below the rank of Joint BDO).

Merit Criteria

Candidates whose family income is not more than Rs. 2,50,000/- per annum will be judged according to their academic merit in the under noted manner.

For HS-level: The minimum qualifying marks for being considered for award of scholarships will be 60% in aggregate, in Madhyamik Pariksha, and the total marks obtained in the Madhyamik Parkisha, excluding pass marks in the additional subject, if any, will be the sole criterion for consideration. Candidates from outside the West Bengal Board of Secondary Education will not apply for this scholarship.

The Assam Government has launched the Assam Scholarship Program, through which the government offers financial aid to the state’s qualified students, enabling all of the residents to complete their education.

How to Apply for svmcm 4.0 & Kanyashree(K3) Applications?

  1. Candidate fill up and submit the application form, download the Registration Slip or note down the system generated Applicant ID for future use. The Applicant ID will also be sent to the mail id, entered at the time of registration. Applicants, willing to apply for K3 are required to fill up the authentication form to verify their existence in Kanyashree(K2) with the input fields Kanyashee(K2) Year of Application, Kanyashree ID, Applicant’s Name, Applicant’s Date of Birth, Father’s Name, Mother’s Name
  2. Documents to be uploaded for Fresh and Kanyashree Application:

    • Mark sheet of Madhyamik Examination or its equivalent (Both sides)
    • Mark sheet of last Board/Council/University/College examination (Both sides)
    • Admission receipt
    • Income certificate of the family (Not Applicable for Kanyashree)
    • Domicile certificate as Aadhaar ID/Voter ID/Ration card/Certificate Issued by the concerned authority

  4. After submission of the application form in the portal, there will generally not be an option to edit application details. However, if any modification (for example, change of Institution details etc.)is needed after submission, the applicant may approach the concerned HOI/DI for such modification. HOI/DI will then unlock the application and the applicant will then be able to edit the application details. The applicant may also approach the helpdesk by sending an email (he/she must give a registered mobile number in the email) for getting such an edit option.

How to Apply for svmcm.wbhed.gov.in 2024-25 MPhil

  1. Online Registration: Registration of Non-NET applicants will be done from the concerned institution’s end. After successful registration, a completion message will be sent to the concerned applicant’s mobile no along with the 15 digits Applicant ID and a system-generated password.
  2. Online Application: Login with the Applicant ID, Password and Captcha. After successful login, fill up and submit the Basic Details form.
  3. Upload Documents: After submission of the Basic Details form, the required documents and submit the form.
  4. Uploading of UC/Claim Certificate and Progress Report (Not applicable for Fresh Applicants): After successful uploading of the documents, download the Utilization and Claim Certificate(for renewal applicants) or Claim Certificate(for fresh applicants), get the certificated attested from the concerned institution upload it. The Progress Report is to be uploaded for the renewal applicants and apply.
  5. Entering the Bank Details: After that, the concerned institution will enter the applicant’s bank details from its login before verifying the application.

Scholarship will be sanctioned based on strong academic achievement in the SVMC 4.0 renewal procedure suitable for the level of study. At the promotional examination, 60% is the minimum mark for higher secondary to undergraduate level, and 50% is the required grade for postgraduate level. 

For Higher Secondary (HS) Students:

  • Renewal is allowed only once.
  • Class 11 marksheet is required as proof of marks.

For General Degree/PG Degree Students (under DPI – Directorate of Public Education):

  • 1st Renewal: SEM 1 and SEM 2 marksheets are required.
  • 2nd Renewal: SEM 3 and SEM 4 marksheets are required.

For B.Tech/B.Pharm Students:

  • 1st Renewal: SEM 1 and SEM 2 marksheets are required.
  • 2nd Renewal: SEM 3 and SEM 4 marksheets are required (both sides).
  • 3rd and Final Renewal: SEM 5 and SEM 6 marksheets are required.

For MBBS Students:

  • 1st Renewal: 1st MBBS marksheet is required.
  • 2nd Renewal: 2nd Prof MBBS marksheet is required for the following year’s renewal.
  • 3rd and Final Renewal: 3rd Prof Part 1 MBBS marksheet is required for the final renewal.

As Swami Vivekananda Scholarship is a merit cum means based Scholarship, so the academic performances of the applicant as well as their financial status will be taken under consideration. Following are the two steps for the selection process of the Swami Vivekananda Scholarship:

  • The online application forms will be arranged in the descending order of the marks secured by the applicant in their previous examination and their family income will be considered as well.
  • Once the merit list is prepared and all the documents submitted are verified, the scholarship is distributed in their account.
  • In case, if any falsification found in the income documents, it will lead to the cancellation of the scholarship.
  • Once the scholarship is canceled, the candidate won’t be able to apply for any government scholarship in the future.

Swami Vivekananda Scholarship Awards and Benefits

The amount of award that  will be given under Swami Vivekananda Scholarship program usually  depends on the course or level of study you are currently pursuing. The Scholarship amount ranges from Rs. 1,000 per month to Rs. 5,000 per month. following are the category-wise distribution of the Awards and Benefits of Swami Vivekanand Scholarship:

  1. Under the Directorate of School Education Category, Higher Secondary students will receive an amount of Rs. 1,000 per month.
  2. Under Directorate of Madrasah Education Category, Higher Secondary, High Madrasah, Undergraduate in Arts, Undergraduate in Commerce students will receive an amount of Rs. 1,000 per month, Undergraduate in Sciences, Undergraduate in other professional courses applicants will receive an amount of Rs. 1,500 per month.
  3. Under Directorate of Public Instructions Category, Post Graduate in Arts and Commerce applicants will receive an amount of Rs. 2,000, Post Graduate in Science and other Post Graduate courses applicants will receive an amount of Rs. 2,500, Non-NET M.Phil./Non-NET Ph.D. Courses applicants will receive an amount of Rs. 5,000 and Rs. 8,000 per month.
  4. For Technical education at any College or University, AICTE approved all Engineering and other professional courses applicants will receive an amount of Rs. 5,000 per month.
  5. Under Directorate of Technical Education and Training, Undergraduate Polytechnic applicants will receive an amount of Rs. 1,500.
  6. Under Directorate of Medical Education, Undergraduate in Medical stream/Diploma courses applicants will receive an amount of Rs. 5,000 and Rs. 1,500 per month respectively.

Swami Vivekananda Scholarship renewal

The renewal of the scholarship is purely a merit-based process. To avail of the additional benefit from the scholarship and renew it, the candidate needs to get at least an aggregate of 60% marks for the promotion of the scholarship as a renewal. But in case of any Post Graduate course, the applicant needs to score a minimum of 50% marks in aggregate. Also, the applicant should clear all semesters for renewal.

What are the standards to use for SVMCM scholarship?

Yearly family income is less than Rs. 2,50,000 (Income criteria isn’t applicable for K3). Students must have a domicile in West Bengal to secure a minimum of 75% marks within the last qualifying examination with no year gap (For School and Under Graduate applicants). Or he/she must secure a minimum of 53% marks in Honours subjects at the Graduation level generally Education and Graduation level and a minimum of 55% marks in Engineering courses with no year gap (For PG applicants) secured a minimum of 45% marks at Graduation level in Science/Arts/Commerce stream with no year gap and valid K2 id. (For K3 applicants).

Why am I getting the message, “Sorry! Invalid Last Exam Roll No. entered” at the time of registration?

If a candidate with a qualifying exam board is either WBBSE or WBCHSE or WBSCT&VE&SD (for Lateral) enters the wrong roll no. for the last qualifying examination or the roll no in the wrong format, only then shows the aforementioned alert.

Why am I getting the message, “Please enter the valid password using password policy” at the time of registration?

  • The applicant must follow the password policy while entering the password.
  • Password Policy:
  • Password must contain an uppercase alphabet
  • Password must contain a lowercase alphabet
  • Password must contain a numeric character
  • Password must contain a special character (@#$^*_)
  • Password must be of a minimum of 8 characters.

What is the method to vary Bank A/c details just in the case of K3 Applicants?

Bank account details are automatically fetched from the Kanyashree (K2) database on the successful verification of parameters. But if a K3 applicant wants to vary the Bank A/c details, then there’s a choice to change it. therein case she has got to select a reason for changing the bank details from the given sink if she selects ‘Others’ then she has got to mention the rationale by herself within the field.

What if an applicant enters the other wrong information?

  • If an applicant enters the wrong data while registration then he/she can cancel the appliance by “Cancel Application” option else if he/she enters any wrong data in the form or document upload form then he/she can edit and update the small print from Edit Application option.
  • The Edit option will remain available until the profile is finalized.
  • The Cancel/Delete Application is going to be available until the appliance is submitted. (Delete application isn’t applicable for renewal applicants).
